City Structure

Employees are divided into departments, each headed by a director appointed by the City Manager.

The City Manager, whose powers and authority are administrative, has direct control and management of every department of the City government and of every officer and employee of the City.  Duties of the City Manager include:

  • Implementing the policy decisions of the City Commission
  • Advising the City Commission on matters affecting the City
  • Administering and overseeing City operations
  • Appointing and removing City personnel
  • Administering the adopted budget and capital improvements program
  • Coordinating compliance with national and state laws
  • Responding to requests for information
  • Assisting citizens with requests for service

Assistant City Manager

The Assistant City Manager (ACM) supports the administration of the City government through assignments by the City Manager. Currently, the ACM is responsible for:

  • Technology planning and implementation
  • Organizational innovation
  • Environmental improvement
  • External relations

The City Clerk’s responsibilities are numerous, most existing to serve the citizens of Pittsburg.  A large portion of the Clerk’s position revolves around City Commission meetings. Duties of the City Clerk include:

  • Working closely with the City Manager, Department Heads, and other City Staff to coordinate and assemble the City Commission meeting agenda twice a month
  • Attending each City Commission meeting to record the proceedings
  • Distributing all follow-up correspondence regarding City Commission action
  • Providing the public with various service

 

Public Information Manager

The Public Information Manager (PIM) develops and manages the community relations plan for the City of Pittsburg. Responsibilities of the Public Information Manager include:

  • Seeking citizen involvement in City programs, services and events through a variety of communication platforms
  • Serving as the City’s liaison to the media, assisting them in obtaining information and interviews
  • Acting as City spokesperson, as directed
