Deputy Fire Chief – Fire Marshall – Safety Coordinator

POSITION SUMMARY

Under limited supervision, plans, coordinates, and directs activities of the Fire Prevention Division in the inspection of buildings/facilities in the City of Pittsburg for compliance with fire and life safety codes and ordinances. Position also conducts/directs the investigation of fires and other division community risk reduction activities. The position also provides executive-level support to the Fire Chief and assumes the duties of Acting Fire Chief in the Fire Chief’s absence, ensuring continuity of command and operational effectiveness.

 

DUTIES AND RESPONSIBILITIES

  • Attends public meetings of City Boards and Commissions to recommend approval, modification or rejection related to fire and life safety code interpretation, proposals, variances and waivers for capital improvement projects, development, zoning, and building issues.
  • Maintains and updates database to track, research and evaluate program
  • Assists with the preparation of the divisions annual budget. Conducts research, analysis and interpretation for special projects and program development; researches, prepares, submits and administers grants and prepares Requests for Proposals (RFPs) and reports for Fire Prevention/Community Risk Reduction Division as directed by Chief.
  • Instructs and gives technical advice to staff regarding safety and workers compensation

  • Makes appropriate verbal and written recommendations concerning safety issues.
  • Prepares accurate and complete reports, policies, and procedures on safety services and workers compensation operations and activities.
  • Provides a process to investigate occupational injuries and illnesses, near misses, and motor vehicle collisions; analyzes accident data to identify accident trends and measures the effectiveness of safety specific programs.
  • Reviews plans, drawings, and specifications for new commercial construction or modifications/additions to existing commercial buildings/facilities to ensure that they comply with all applicable City, State, and Federal building, fire, and Hazardous Materials Storage codes, ordinances, and regulations; explains to owners/contractors the changes needed to comply with applicable codes, ordinances, and regulations.
  • Trains Department staff in fire safety inspection techniques, handling of hazardous materials, arson investigation techniques, and other technically oriented fire suppression, fire safety, and related subjects; works with industrial, business, and civic organizations to inform them of the City, State, and Federal requirements, regulations, and codes regarding hazardous materials storage, cleanup, and record keeping/reporting.
  • Leads monthly safety meetings; Ensures safety programs are in compliance with federal Occupational Safety and Health Administration (OSHA), and related safety and health standards and regulations; manages accident prevention, loss control, and may offer safety training. Reports on safety operations and activities; audits and inspects city facilities and equipment using Department of Transportation (DOT), OSHA, and other applicable standards. Performs inspections, and audits; conducts hazard and risk assessments using safety, industrial hygiene, emergency response, and occupational health fundamentals. Anticipates, recognizes, evaluates, and implements solutions identified through periodic monitoring and complaints in relation to industrial hygiene issues.
  • Develops a plan for the systematic inspection of all business, industrial, and other commercial buildings and facilities in the City of Pittsburg to ensure that they are in compliance with City, State, and Federal Building, Fire, and Hazardous Materials Storage codes, ordinances, and regulations; Coordination of engine companies in conducting inspections; reviews results of the inspections to identify/verify violations and ensure that follow-up inspections are made.
  • Communicates with City officials, City employees, management, coworkers, subordinate staff, and representatives from various regulatory agencies, medical providers, third party insurance companies, and the general public to establish and maintain effective working relationships.
  • Participates in community events, representing the Fire Department and City of Pittsburg (parades, back to school events, festivals, etc.)
  • Provides technical assistance to owners, developers and design professionals in meeting fire and life safety code requirements.
  • Reviews Life Safety and Fire Prevention programs and emergency response statistics to evaluate effectiveness, identify trends, and develop strategies for program improvement.
  • Manages, plans, directs, supervises, and evaluates the day-to-day activities of staff members involved in safety services and workers compensation.
  • Provides guidance to minimize the risk associated with the renovation, construction, and demolition of city owned facilities.
  • Manages and completes the KMIT scorecard system
  • Oversees and participates in investigations of the scene of fires to identify point of origin and fire cause; in cases where arson is suspected/indicated or in a fire that contains a fatality, the fire marshal shall coordinate with the Pittsburg Police Department and the Kansas State Fire Marshal’s Office, and document and preserve evidence, and prepare reports; coordination with juvenile fire setters regarding the results of their behavior and consequences under the law if it

Requirements

EDUCATION

  • FF I & II Nationally certified, including HAZMAT awareness and
  • EMT Certified CPR
  • Nationally certified Fire Officer I & II
  • Associates or bachelor’s degree in Fire Science, Fire Service Administration or a related field from an accredited college or university; Must have completed or obtain within 36 months of receiving the position.
  • 5 years of experience as a Fire Captain or 3 years as Battalion Chief or higher rank in a paid

Fire Department.

  • Driver/Operator nationally certified; valid driver’s
  • National Incident Management System certification levels 100, 200, 300, 400, 700 &
