City Housing Incentive Program (CHIP)

Developed by the City of Pittsburg in cooperation with Crawford County and USD 250 Board of Education, the City Housing Incentive Program (CHIP) was created to help meet the growing demand for quality, affordable housing in Pittsburg.

The CHIP is a home-builder incentive that provides grant funding to licensed contractors upon the completed construction and sale of a single-family home to a qualified buyer.

Approved CHIP projects will be awarded a grant in the amount of ten percent (10%) of the construction cost with a maximum award of $20,000. Grant funds will be released after the home is sold and the income of the buyer has been verified as meeting the low-to-moderate income guidelines.

 

Project Eligibility:

  • Homes must be built within the city limits of Pittsburg.
  • Contractors must be licensed in the City of Pittsburg and obtain a building permit.
  • Applications must be submitted within 90 days of the issuance of the building permit.
  • Any builder that is delinquent in any tax payment or special assessment shall not be eligible for the program until all taxes and/or assessment have been paid in full.
  • CHIP homes must conform to all city codes, rules and regulations, and complete all required inspections.
  • CHIP application will become void one (1) year from the date application is submitted if construction has not commenced within that time.
  • Construction must be completed no later than two (2) years following the date of the application in order to be eligible for CHIP funds.
  • Homes must be sold to a qualified buyer falling within the low-to-moderate income guidelines for Crawford County. The income of buyers must be less than 150% of the area median income, as defined by the US Department of Housing and Urban Development (HUD) each year.   • A non-refundable $30 application fee must be submitted along with the CHIP application.
