Community invited to view CHIP homes

City Press Releases, General News

November 19, 2025

After a little under a year of its launch, the first ten City Housing Incentive Program (CHIP) homes are being built.

There will be an open house at a few of the homes for the community and prospective homeowners from 3-5 p.m. on Sunday, Nov. 23. The homes are located at 313 E. Park St., 306 E. Adams St., and 210 E. Adams St.

“It’s inspiring to see our community partners come together to create affordable homes,” Director of Housing and Community Development Kim Froman said. “We’re excited for everyone to experience what a CHIP home looks like.”

In a collaborative effort to meet the growing need for quality, affordable housing, the City of Pittsburg, in cooperation with Crawford County and USD 250 Board of Education, launched the CHIP in 2025.

Some of the CHIP building and development partners include Level Playing Field, BLC Construction, J & M Developers, Wilson Builders, Building Health, Inc and Community Health Center of Southeast Kansas.

The CHIP is a home-builder incentive that provides grant funding to licensed contractors upon the completed construction and sale of a single-family home to a qualified buyer.

Approved CHIP projects will be awarded a grant in the amount of ten percent (10%) of the construction cost, with a maximum award of $20,000. All grants are based on the availability of funds. Grant funds will be released after the home is sold and the income of the buyer has been verified as meeting the low-to-moderate income guidelines set by the U.S. Department of Housing and Urban Development.
