City of Pittsburg Launches City Housing Incentive Program (CHIP)

PITTSBURG, KS – In a collaborative effort to meet the growing need for quality, affordable housing, the City of Pittsburg, in cooperation with Crawford County and USD 250 Board of Education, is proud to announce the launch of the City Housing Incentive Program (CHIP).
CHIP is a strategic initiative designed to stimulate residential development by offering grant funding to licensed contractors who build and sell single-family homes to qualified buyers within the city limits of Pittsburg. The program aims to support local builders, foster homeownership, and strengthen the community by expanding access to affordable housing options.
“Pittsburg is experiencing increasing demand for housing, and the CHIP is an important step toward ensuring that demand is met in a way that benefits our community as a whole,” said Kim Froman, Director of Community Development and Housing. “By incentivizing builders and supporting income-qualified buyers, we’re working to create a lasting, positive impact for Pittsburg residents.”
Program Highlights:
  • Approved projects are eligible to receive a grant that will reimburse 10% of construction costs, not to exceed $20,000 per approved home.
  • Grant funds are released once the home is complete and sold to a low-moderate income qualified buyer. All grants are based on availability of funds.
  • Homes must be located within Pittsburg city limits and meet all city codes, licensing, permitting and inspections.
  • Contractors must be licensed with the City of Pittsburg and must submit a CHIP application within 90 days of receiving a building permit.
Additional eligibility requirements include construction timelines and tax compliance. A non-refundable $30 application fee is required upon submission.
All grants are based on availability of funds.
