POSITION SUMMARY

  1. Stormwater Collection Operator I under general supervision, operator performs: maintenance, cleaning, repairs, construction, inspections and installation work in and on the stormwater collection system. Work is in association with the Stormwater Management Plan, the NPDES permit, and MS4 program.
  2. Reports to the Stormwater Collections Superintendent
  3. The primary duties of work are performed outdoors and may include working in adverse weather conditions.
  4. Work may involve 24-hour availability during emergency situations. This will include overtime and call back situations as required.
  5. Work in confined spaces and trench excavations as required.

DUTIES AND RESPONSIBILITIES

  1. Equipment Operation, Evaluation, & Maintenance
    • Ability to Operate Combination Flusher/Vacuum Truck for cleaning, maintenance, and hydroexcavation services.
    • Ability to Operator varying types of mowing equipment.
    • Ability to Operate Skid Steer
    • Ability to Operate Backhoe
    • Ability to Operate Mini-Excavator
    • Ability to Operate Dump Truck
    • Performs daily required service checks on equipment to be used for the day including checking and filling; fluids, pressures, and grease points
  2. Collection System Operation, Maintenance, & Restoration
    • Respond to and evaluate work requests.
    • Perform & Record work orders related to hydraulic cleaning processes for manholes and pipeline segments.
    • Perform & Record work orders related to the excavation and repairing and or replacement of pipeline material.
    • Perform & Record work orders related to the excavation and repairing and or replacement of manholes and structures.
    • Perform necessary construction related tasks required for new installation of storm sewer systems, including pipeline and manholes.
  3. Municipal Separate Storm Sewer System
    • Perform duties as required to fulfill goals for public education & outreach.
    • Perform duties as required to fulfill goals for public involvement & participation.
    • Perform duties as required to fulfill goals for illicit discharge detection and elimination.
    • Perform duties as required to fulfill goals for construction site stormwater runoff control.
    • Perform duties as required to fulfill goals for post construction stormwater management in new development and redevelopment projects.
    • Perform duties as required to fulfill goals for pollution prevention and good housekeeping for municipal operations.
    • Perform duties as required to fulfill goals for total maximum daily load monitoring and remediation.
  4. Collection System Monitoring, Evaluation, & Adjustment
    • Review of flooding areas and collection points. Post storm debris removal.
    • Recognize and identify contributing factors to stormwater erosion.
    • Identify and report illicit discharges.
    • Identify and report items related to improved pollution prevention and good housekeeping.
  5. Security, Safety, & Administrative Procedures
    • Take necessary measures as needed for safe excavation & digging operations.
    • Identify and monitoring confined space areas for air quality.
    • Perform entry & egress with necessary personal protective equipment into confined spaces

Qualifications

  1. Equipment Operation, Evaluation, & Maintenance
    • Understanding of Combination Flusher/Vacuum Truck components and mechanical/hydraulic functions.
    • Understanding of excavation principles / practices and general slope flow directions.
  2. Collection System Operation, Maintenance, & Restoration
    • Ability to identify piping material type and size.
    • Understanding of pipe fittings and jointing methods as well as general pipeline construction principles
    • Understanding of manhole construction, components, and means and methods of installation practices
    • Understanding of Cured In Place Pipe practices and installations
    • Understanding of pipe bursting installation practices
    • Understanding of slope percentages and proper sizing of discharge points to slow concentrated flows to minimize erosion
  3. Municipal Separate Storm Sewer System
    • Understanding of items included in the public education and outreach.
    • Understanding of items included in the public involvement and participation.
    • Understanding of items included in the illicit discharge detection and elimination.
    • Understanding of items included in the construction site stormwater runoff control.
    • Understanding of items included in the post construction stormwater management in new development and redevelopment projects.
    • Understanding of items included in the pollution prevention and good housekeeping for municipal operations.
    • Understanding of items included in the total maximum daily load and remediation.
  4. Collection System Monitoring, Evaluation, & Adjustment
    • Understand pipe flow measurement and capacity characteristics.
    • Understanding of the drainage basins locally and regionally.
    • Understanding of best management practices (bmp’s) structural and non-structural influence on stormwater impact.
  5. Security, Safety, & Administrative Procedures
    • Recognize and report environmental related hazards associated with work to be performed.
    • Recognize and report environmental hazards to community and surrounding area caused by illicit discharges and poor housekeeping activities.

Requirements

  1. High school graduation or equivalent and 7 years of relevant work experience.
  2. Kansas Commercial Driver’s License Class A
    • Air Brake Endorsement
    • Tanker Endorsement
    • Automatic Transmission
    • Standard Transmission – May be optionally required.
  3. OSHA – 10 Hour
  4. Required Certifications
    • Wastewater Collection Operator Class I certification issued by Association of Boards of Certification. Equivalent – Kansas Department of Health and Environment Wastewater Treatment Facility Class I Operator Certification or another state’s recognized certification of equivalency.

    • Certificate of Completion from the National Center for Construction Education & Research: Pipelayer – Level 1
