JOB OBJECTIVE
In a dynamic and exciting position, the Human Resources Representative serves as a key leader within the City of Pittsburg’s Police Department. The position is directly responsible for all HR functions of our law enforcement center, including but not limited to recruiting, onboarding, benefits, staff development, compliance, employee engagement, training, and employee recognition in assigned division. Ideal candidate will combine a positive, energetic approach with proven HR leadership experience and pristine personal values and ethics. Major contributor in the organization and an influential driver behind employees’ successes and the achievement of strategic organizational goals. This position requires the ability to work independently, exercise judgment, and maintain a high standard of confidentiality. A passion for HR and a strong desire for continued professional development is essential in meeting the goals and objectives of this position.


Qualifications

Bachelor’s degree in Human Resources or Organizational Development or a closely related field and 3-5 years progressive experience in all phases of public or private sector personnel administration. HRCI, SHRM, and/or IPMA certification preferred. OR
Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the essential functions and responsibilities of the position.

• Federal, state, and local laws and regulations that impact human resources
• Learn and stay abreast of all City and Police Department Policies and Procedures
• Practices and procedures specific to Human Resources
• Relevant computer hardware and software applications
• Ethical practice

Skills Required:
• Effective verbal and written communication skills
• Following both oral and written instructions
• Assertiveness and Confidence in handling professional HR responsibilities and employee relations
• Understanding, interpreting and application of complex laws, rules, regulations, policies, and guidelines specific to Policing and HR
• Intermediate skills within Windows environment; understanding of the use of technology in the workplace;
easily learns new software as needed
• Strong relationship management skills required to communicate effectively with all levels of management

Ability to:
• Ability to read and interpret documents such as governmental regulations, legal documents and procedure manuals
• Ability to write routine reports and correspondence
• Manage multiple projects, prioritize tasks and meet deadlines
• Work independently and accurately with minimal supervision on a continual basis
• Maintain confidentiality
• Develop and apply programs, policies and functions
