Deputy Finance Director

The City of Pittsburg is seeking experienced, professional candidates for its Deputy Finance Director position. The ideal candidate will be responsible for guiding the finance team as it continues and improves its award-winning financial reporting and support of City departments. Starting salary range is $$48,391 to $84,186 annually depending on qualifications.

The City operating budget for the 2019 fiscal year totals $54,078,803. Our City staff of approximately 300 employees provides a variety of services to nearly 25,000 residents including utilities, recreation, library, entertainment, fire and public safety.

The successful candidate will be a dependable and dedicated leader who exhibits and supports a high standard of ethics and demonstrates superior customer service and teamwork. An excellent communicator with exceptional analytical skills, the ideal candidate will have the ability to deliver clear and concise presentations and be able to explain complex topics to a department leaders and a broad constituency.

Ideally, the Deputy Director must be well organized, results driven and possess a strong understanding of the fundamentals and trends of both budget, accounting and auditing within a municipal setting. Ideal candidates must have recent experience in fiscal and policy analysis, strategic planning, budget development and forecasting, citizen engagement, and working in a collaborative environment. A thorough background in utilities, rate setting, and cost allocation is preferred.

In this role, the Deputy Director must be technically savvy and a solutions-oriented critical thinker. The successful candidate should have the highest level of personal and professional integrity.


Qualifications

Essential Job Duties:

• Assists with the development and administration of the Annual Budget
• Coordinates development of the annual Capital Improvements Program
• Provides Budget Analysis and Financial Guidance to City Departments
• Ensures that City accounting and financial records are maintained in accordance with professional and legal standards; assist with audit procedures to ensure compliance with GAAP
• Develops and recommends efficient practices and utilize technology to streamline procedures while ensuring adequate internal controls
• Assists with and support the development and implementation of goals and objectives; also recommend changes to policies and procedures
• Participates in preparing for annual external audit


Requirements

• Graduation from an accredited four year college or university with a Bachelor’s degree in finance, accounting, public administration, or related field. (Preferred: MPA and/or CPA)
• Two years of increasingly responsible experience in municipal government budget development, or three years of budget development experience with an outside entity.
• Three to five years prior supervisory and management experience.
