To protect the health, safety and welfare of our citizens by providing adequate drainage and flood control within the community and to reduce the pollution of our nation’s waterways by implementing a comprehensive stormwater quality management program.
Stormwater Management Utility
The Stormwater Management Utility enables the City to take a more aggressive approach to stormwater management. The funds raised through the utility fee allows Pittsburg to provide an increased level of system maintenance and repair as well as enables the City to construct additional capital improvement projects.
The Stormwater Management Utility is funded through the Equivalent Residential Unit (ERU) fee. The ERU is a monthly fee paid by the owners of all properties in the City to support the efforts of Stormwater Management. All residential utility customers are in the same customer class and pay a fixed rate per residential unit. Each apartment, townhouse or condominium is charged the monthly residential rate. The ERU fee as of January 1, 2015 is $3.82 per month. Commercial customers are defined by the utility as all developed commercial, industrial, governmental, institutional and agricultural properties. Their stormwater fee is based on the amount of area that is paved with concrete, asphalt, compacted gravel or covered by buildings. Commercial rates will be based on the number of ERU’s calculated by dividing the customer’s total impervious area by 3,106 square feet. This value represents one (1) ERU and has been statistically determined to represent the average impervious area for all residential customers in the City. The monthly rate would then be the number of ERU’s x $3.82 (the base rate for 1 ERU).
