Weighted Local Bidders Policy
Current Policy
Current city policy is to submit bids in excess of $5,000 to the City Commission for approval. We recognize that our citizens financially support this community, and therefore find it necessary to provide local bidders with a weighted bid process in order to keep our tax dollars in Pittsburg necessary. The following graduated bid process, which is broken up by the amount of the bid, is in effect:
  • $5,000 to $9,999.99 - 1% difference
    ($50 to $100 difference)
  • $10,000 to $24,999.99 - 0.75% difference
    ($75 to $187 difference)
  • $25,000 to $49,999.99 - 0.5% difference
    ($125 to $250 difference)
  • $50,000 to $100,000 - 0.25% difference
    ($125 to $250 difference)

The weighted bidding process is subject to the following requirements: 
  • If more than one resident bid is received, then the lowest bid with the weighted factor prevails.
  • The bid selected must still constitute the lowest and best bid submitted.
  • The weighted bidding process applies only if there is at least one city resident bidder. "City resident bidder" means businesses located within the corporate city limits of Pittsburg.
  • The weighted bidding process will not apply to construction projects, or to combined construction and equipment projects where construction costs exceed 50% of the total project.
  • There must be at least two bids submitted. The city resident bidders must submit bids at the same time as all other bidders.
